Cybersecurity is about threat exposure and risk, so one might think such work should be done by small groups in secret. But cybersecurity will work properly only when everyone is aware and engaged. Also, the best counter to an asymmetric threat such as cybercrime is pooled defense. Only openness will drive broad and genuine participation and collaboration in cybersecurity.
